Find all eligibility transactions and only return HTTP headers

Returns only the HTTP headers that would be returned if the request was instead invoked as a GET operation. It operates the same way as the above GET endpoint, however, this endpoint does not return any data! For example, you can use this endpoint to avoid retrieving unnecessary data if you only want to know the total number of transactions associated with your query but did not care about the records themselves.
